The thing is, I paid less than $20 total for Civ4 complete... Civ 5 cost $50, and then it asks for $5-$15 for a few civilizations that should've been free or included in the original game.

Yeah, back just before the "not as strong as methamphetamine" quote in FM. That's the only place I've gotten one close enough to a wall before. I've only ever gotten it in regular play though, so I don't know if they're close enough to a wall when they spawn.

There are certain drugs that always should be illegal though... Meth for one... (lifespan for those LEAST affected is reduced by 30-40 years) Cocaine outside of application by a doctor as well. (about 1 in 1000 won't attempt to kill you for looking at them wrong) There are a few others, but ganja definitely isn't one of them.
