Hate is an emotion and as such cannot be weaponized as metals or energy can.

As an emotion it is indeed a chemical reaction within the confines of the brain, but since the amount of energy it takes to produce an emotion vs. any other physical function of the body, such as hugging or yelling or pissing in a jar, it is not an efficient thing to weaponize. Another problem that would compound that is the fact that brain mapping varies from person to person to a great degree, so there would be no one singular way one could effectively harness the electricity of hate in each individual person unless whatever means you devised to harness that energy was built and mapped unique to each individual. Jarate is more effective than hate.

Yes, entirely actually. You seem to think that any kind of shield could withstand those kind of energy levels. You would also require ~1 kilogram of matter and ~kilogram of anti-matter per shot (if the bursts last one second). And I would love to see you safely contain that much at all, never mind a container as small as a rifle. You would likely end up converting your "shield" directly into energy after your containment failed, which would be almost immediate.
