Why not? Just because he doesnt sound or look like Kleiner in HL2? Jesus Christ, it's a GAME: Kleiner has no important role in HL1 --> he doesn't get a unique model / voice. He has an important role in HL2 --> he gets a unique model / voice. That is exactly why it doesn't make sense in my head, because it's clearly not the same person. And if they from the start wanted him to be the same person they would clearly have used the same model.
