So I did a quick web search just out of curiosity and it turns out you've been able to permanently disable desktop icons since at least Windows XP! Meaning this has already been a feature of Windows for almost two decades at minimum and it's not even that hard to discover. I'm a moron for forgetting about that, my bad.  Still increases the travel time and involves tiny targets (even smaller than the popup menu I have in Litestep), but you're right, it exists.
