Yeah Xanatos, you don't need to facepose them to say anything, you just need to tell them to look straight ahead or always at the player. There's a few options, but if you don't want to load a vcd in Garry's Mod, disabling AI will certainly make them stand still.

Also, sometimes different weapons changes the head movement animation when certain NPC's idle.
