Hopefully the cartels can be fully expelled, but it's absolutely going to be a massive slog due to the corruption and passivity by the government towards them for the past half century.

Not only passivity, as Stefano says, there is corruption in every level of the mexican government, so it might as well be complicity, but if the crackdown goes right, these officials would be either excised or put in line. He also says that when the screws are applied to these officials by the federales they do what they are told even when they have taken bribes to make sure they don't.
