DOGDAY was this old Point-&-Click Mystery Graphic Adventure game that was released back in 1997.

The premise is that you are an Anthropomorphic Dog in a world of Anthropomorphic dogs, and a shady mafia gang controls the whole city, including the police. You have to expose the criminal workings of the corrupt government, leak this information to the Coalition Against Totalitarian Society (CATS), and then leave the city.

It's a very interesting game with a great atmosphere and interesting puzzles. I happen to own a box copy of this with a huge walkthrough. If I can dig it up, I might post it here.
