Because it's something that isn't easily visible by looking at someone, and there are a lot of people that abused the process to gain dissability without actually having a disability.

Don't insult me. I have trained professionals to do that.

I also think we have an instinct to be wary and to avoid people who behave strangely or seemingly irrationally as they are impossible to predict and therefore may be a potential threat (physically or socially).

 

Very difficult to override the result of millions of years of evolution...

I've seen the DSS statistics for it... It's something like 10% of all disabilities way back when that were falsified... Even still getting them today.

Or that the 10% were the only ones caught... Remember, only about 15% of non-violent criminals are caught, this is no different of a situation.
