Okay, honestly I have never made a wiki or even worked on anything like it but IMAGINE all the references to stuff in Freeman's Mind and Civil Protection.

Such as:

 

Freeman's Mind:

1. Cthulu

2. Xylazine

3. Super Mario

4. I would examine all episodes for ALL references and other stuff you would put on a wiki

 

Civil Protection

1. Slayer

2. ^ Same as above ^

Heh, well there already is a Wikipedia article on Freeman's Mind, which I just found today in much surprise, so it obviously won't be as in-depth as you described but it's probably the best you're gonna get. Even if there's enough viewers to bother expanding it any more than it is, it's probably best to keep one wiki on it.
