It does not. I lived in Sweden for the past half year and while most sites auto-selected Swedish the ECI site did not. That's why I specifically added the Swedish part in the URL. It's been a while since I popped in here, and even longer since I last submitted formatted captions. Since Ross is going out with a bang, well, sort of, I decided I'd put my all into subtitles for the video as soon as it was uploaded. Don't be deceived by the TXT extension, it's an SMI formatted colorized caption file, and YouTube can read them as such without even needing to alter the extension. It just knows by parsing the text content. Just upload like any other SRT or SMI (with timing), and click publish rather than editing them in editor (again, you'll know since there's a message that says something like "warning, editing these captions will remove all formatting" type message), and clicking publish will correctly display the formatting.
