The "Scary Man" would be Steven Harper. I.E. The man who somehow hasn't been voted out of Parliament yet.

He also points out subtlely that Canada is one of the only countries in the world in which a Comedian/Reporter can knock on the Head-of-State's door, be invited in, and then the two decide to head off to a hardware store.
