It was left in a compartment in the HEV suit by one of the hobos they tested it on. A system they implemented after they discovered the Mark 1 HEV prototype magnified electrical currents to the point that a small static shock caused the wearers head to, as the official report states, "explode like a baked potato wrapped in tin foil and put in a microwave."
