Yes. I ran some numbers a few days ago. By my estimate, there will be about 40 million pieces of coal in circulation by Jan 2nd. So it would take about 17 coal to have a 1 in 2000 chance of winning one of the 1151 prizes, much less the grand prize.

So did anyone end up getting a game? I've so far gotten 12 objectives and it basically comprised 9 coal and 3 coupons. I crafted the first 7 coal, to get another coupon for a game I already have. I really never thought it would go this badly. I've heard of people getting full games on their first try...

Just for you information, in case any of you don't know. The coupons have to be used until march and only go for games released before 1jan. So you can't safe them up for future games.
