In the Declaration of Rights of the Pennsylvania Constitution (which predates and was a model for the Bill of Rights of the United States Constitution,) the right to keep and bear arms is very bluntly dealt with in Section 21, as: "The right of the citizens to bear arms in defense of themselves and the State shall not be questioned."
